City of Burlington Flood Update (Sunday, December 14, 2025, 9:42AM)
We want to sincerely thank our community for your patience, understanding, and cooperation as we navigate this flood event together. We have been incredibly proud to see neighbors helping neighbors and the community coming together during a challenging time.
Our Burlington Police Department, Fire Department, National Guard, Streets Division, and City staff have been working around the clock to protect our city, support residents, and provide timely information. We are doing our very best to communicate clearly and consistently, and we will continue to share updates as conditions change.
We are expecting additional rain and high winds this week. Please use these FAQs to stay prepared, take precautions, and stay informed. As new information becomes available, we will update the community.
Thank you for your patience, kindness, and understanding during this flooding event. We know this hasn’t been easy, and we truly appreciate the way our community has supported one another.

As floodwaters recede, Skagit County residents are urged to use caution.
The Skagit River has crested in Concrete and Mount Vernon at historic levels, leading to vast flooding across Skagit Valley. The river crested at 41.1 feet in Concrete on Thursday at 6:45 a.m. and at 37.73 feet in Mount Vernon on Friday at 12:15 a.m. Flooding along Gages Slough led to additional evacuation notices in the City of Burlington on Friday morning.
As floodwaters recede, Skagit County urges residents to proceed with caution. Residents may return home if routes are open and safe for travel and their home is not currently affected by flooding. There are still neighborhoods and towns which are flooded and unsafe for return. Emergency operators are continuing to respond to the flood event. If conditions are safe and residents choose to return home, Skagit County urges them to keep the following safety reminders top of mind:
- Respect all road closure signs. Refer to the live Skagit County road closure map here: skagitcounty.net/flood
- Do not drive through any water over roadways.
- Stay out of floodwater. It can be contaminated, contain dangerous debris, and hide other hazards. Underground or downed power lines can also electrically charge the water.
The National Weather Service is monitoring additional atmospheric rivers forecasted to hit Skagit County starting Sunday evening through Wednesday. These storms could cause additional flood events, especially as the river will not be able to fully recede by Sunday. Residents should be prepared for additional information regarding these weather events.

The evacuation order for the City of Burlington is still in place. Some areas remain inaccessible at this time.
Homeowners residing in the red evacuation zones may return briefly to check on their property if they choose to do so, but please use caution and be aware that conditions can change rapidly.

The mayor of Burlington has announced that there is a PARTIAL lift in the Burlington evacuation order.
Anyone whose home or business located WEST of the NORT/SOUTH running RAILROAD TRACKS in Burlington may return home and open business as usual.

ALL RESIDENTS IN THE CITY OF BURLINGTON SHOULD EVACUATE IMMEDIATELY.
Gages Slough is flooding into homes in Burlington.
The National Guard has been called to assist and will go door to door to notify residents and help evacuate.
Bayview Elementary School has been added as an Emergency Shelter, located at 15241 Josh Wilson Road. Additional shelter information can be found below.

The County's Level-3 GO Immediate Evacuation alert remains. Residents of Burlington and other communities within the 100-year Flood Plain should EVACUATE NOW.
I-5 is outside the flood plain and can be used for travel. Please do not drive over flooded roadways and practice "turn around, don't drown". Follow all road closure and cautionary signs and do not drive around barricades. Water can be deeper and faster moving than anticipated, presenting significant risk to drivers and their passengers. Residents should monitor river levels and be ready for additional alerts.
City offices, the Library, and Parks & Recreation will remain closed through Friday, December 12. Check back here for updates as they become available.

Residents around Sedro-Woolley and Burlington are Level-3 GO for Immediate Evacuation. Historic flooding is occurring on the Skagit and Samish Rivers.
EVACUATE NOW. Roads may be closed due to high water, plan your route to high ground away from the river. DO NOT WAIT.
