City of Burlington East West Connector Road Project

The City embarked about eight years ago to construct a new connector road that would link Burlington Boulevard near one of the Costco entrances to Walnut Street – a parallel road to the Boulevard.  This new road would allow for the development of about nine acres of property that did not have frontage on Burlington Boulevard.

Since the time that the planning for the new road was begun, LaQuinta Hotel has been constructed and once the road is completed, the entrance to the hotel will front on the new roadway.  This road will also allow for access to the new Skagit Cycle Shop and the Walnut Pond Apartments, currently under construction.   What was envisioned as a potential economic development project, had indeed spurred new construction, housing, and new jobs in our City.

Unfortunately, in the time it took to design, obtain right-of-way, and permit the new road, costs have increased.   The initial project cost estimated at approximately $3.5 million is now expected to be $6.4 million.  

In total, the City has obtained $3.5 million in grants and is seeking additional grant funding to cover this unanticipated shortfall.   Absent any new outside monies, the City will need to use existing capital expenditure and reserve money to complete the project.  Detailed on the accompanying spreadsheet is the current funding and anticipated expenses for the Project.
